Informal Settlers and the Community Mortgage Program (CMP)

Last June 14, 2013, I attended the seminar conducted by the Social Housing Finance Corporation (SHFC) regarding the Community Mortgage Program (CMP). It was conducted at the 3rd floor of the Banco de Oro Plaza building, 8737 Paseo de Roxas Street, Salcedo Village, Makati City. It’s near the newly-built glass tower in that area.

The aim of the CMP is for informal settlers to have their own land title. I realized that the reason why there are so many informal settlers in Metro Manila is because the process for CMP is a very long and complicated one.

There are two types of projects for the CMP – the on-site and the off-site. The on-site project is where the illegal settlers are already occupying and living on the land. The off-site project is where the informal settlers would be relocated to relocation sites. All of the informal settlers here in Nagpayong, Pasig City are on-site projects.

There are 4 modules that comprise the CMP seminar:

  1. Overview of CMP and SHFC
  2. Insurance
  3. Payment (Collection)
  4. Project Individualization

Our own Square Ville Home Owners Association in Nagpayong, Pasig City is still on the first part of the checklist for the CMP program (preparing the documents) and we’re still very far from paying the monthly amortization. I believe the process is this complicated to avoid granting land titles to professional squatters.

Kindly look at the following pictures which discussed the complexities of the Community Mortgage Program (CMP) and how illegal settlers could avail of this program by the government. I believe the success of this project lies mostly on the Mobilizer – the private or government office that helps the HOA to prepare the necessary papers for CMP application.

In the case of our HOA, our Mobilizer is the Urban Poor Services Office (UPSO) of the Pasig City. They’ve been assisting our HOA in the preparation of the documents almost for two years now and we’re very far from completion.
